Statement (paper)
Let equal one on and , so , and tile by cubes of side . For and , the kernel of is bounded by . Consequently, on each cube the contribution to from outside the concentric cube is bounded by the convolution of this majorant with , and for this convolution has norm uniformly over all cubes .
In plain English
For and , the kernel of is bounded by . So on a cube of side , the part of coming from data outside is controlled by convolved with this majorant, which has norm uniformly in once .
Why it's here
This handles the far part of the localization of to cubes: the kernel's rapid decay away from the diagonal makes this contribution harmless, with only a trivial bound. That leaves only the near part , which the next claim treats with the Fresnel formula to obtain the critical estimate.
Classified routine:
A standard non-stationary phase (repeated integration by parts) bound for the frequency-localized Schrödinger kernel away from the region , followed by Young's inequality; this is the usual finite-speed-of-propagation localization step for Schrödinger evolution.
