Statement (paper)

Let CC be the transition matrix at the current stage, and let FF be any finite pilot or actual correction there. If a matrix Ab≥0A_b\geq0 on the same vertex set satisfies Ab1≤1A_b\mathbf 1\leq\mathbf 1 and Ab(x,y)≤cbbA_b(x,y)\leq c_b b for some b>0b>0, then (FAb)1≤k∗1,(FAb)(x,y)≤k∗cbb. (FA_b)\mathbf 1\leq k_*\mathbf 1, \qquad (FA_b)(x,y)\leq k_*c_b b. If also Ab≤CA_b\leq C, then FAb≤FCFA_b\leq FC. These estimates have constants independent of the bin scale bb.

In plain English

For a finite pilot or actual correction FF and a nonnegative matrix AbA_b with row sums at most 1 and entries at most cbbc_b b, the product FAbFA_b has row sums at most k∗k_* and entries at most k∗cbbk_*c_b b. If also Ab≤CA_b\leq C, then FAb≤FCFA_b\leq FC. The constants do not depend on the bin scale bb.

Why it's here

This turns the pilot and actual bounds (row sums at most i≤k∗i\leq k_*) into row-sum and entry bounds for products of a correction with a bin matrix, using only that FF has bounded row sums and AbA_b is substochastic with small entries. Because the constants do not depend on bb, later omission estimates can apply it to correction–bin products at every bin scale, and the comparison FAb≤FCFA_b\leq FC lets such products be dominated by the full product FCFC.
Classified routine:
A direct consequence of the row-sum bounds in the pilot-bounds lemma together with elementary nonnegative matrix inequalities: row sums multiply, entries are bounded by (row sum of F) times (max entry of A_b), and monotonicity follows from F being nonnegative.
